SYRIA UNDER CONSIDERATION
THE SOVEREIGN NATION STATE : DISSOLUTION FOR CAUSE
  
RECOGNIZING THE FAILED STATE : UN PROTECTORATE INSTALLED
THERE IS NO ACCEPTABLE GOVERNANCE BODY IN SYRIA DUE TO FAILED ELECTIONS
Sryian nation state status is jeopardized through the continuous dysfunction of governance-in-the-public-interest. International covenants, doctrines, conventions and accepted laws are now required to be applied upon Syria, forthwith, through the General Assembly of the United Nations, with a prevailing caveat that the permanent members of the UN Security Council are relieved - in this instance - of the veto option to disarm UN actions and interventions; including, the Charter, Chapter VII provisions.

Such UN protectorate invocation shall include the mandatory conditions that :
  1. UN security forces shall establish law and order within the named, traditional and customary Syrian territories
  2. All state assets shall be vested into a UN supervised Trust Fund; through which stabilizing of the territories shall occur; and, through which fundamental human rights shall be provided;
  3. Within 12 months of the establishment of this UN protectorate, a UN supervised national government election shall occur; and, where accepted by the UN General Assembly in majority vote, then the UN protectorate shall be withdrawn; and, all seized-into-trust assets shall be returned to the governance of the Syrian nation state.
